for being here. supervisor cohen? >> thank you. so one of the current speakers earlier spoke of having a voucher and being able to return. i assume you are talking about a certificate of preference? >> [ inaudible ] [ inaudible ] >> the voucher i was referring to is under the previous program, what has happened is that tenants are given a voucher that isn't enough to pay rent in san francisco. so people are forced to find someplace where the rent is cheap enough to use the voucher. so the right to return would be a different system that would provide -- it doesn't specify what kind of housing would be provided in the interim, but what it's specific on is after the new building was completed the tenant would be able to return and live in that building, and wouldn't be forced to relocation completely out of city. >> thank you. one of the things that i find interesting is when people talk about the african-american experience in san francisco and out-migration and one key point i hope to drive home, when we talk about economic development, we also talk about it in context of workfor

have the better. >> thank you. supervisor cohen? >> thank you very much, mr. chair. listening to supervisor campos's comments it makes me think about our comprehensive approach to cell towers an item we haven't taken up in a while, but i remember thinking that we need a comprehensive strategy to help direct where we can be placing cell towers in strategic locations that won't have avenue adverse impact on the communities, particularly these persons that do not want these cell towers in their neighborhoods. mr. chair, if i may ask supervisor wiener just a couple of questions and just really claire fying questions about the dashboard. i'm curious if you could articulate to me that you said that the dashboard only gives one piece of the puzzle. and i'm wondering if you could give suggestions as to what pieces or what is missing or in what areas that this dashboard in this item that we're discussing is lacking? >> sure. as i discussed earlier there were a few areas and just by way of example. it doesn't talk about 120-150%. it doesn't talk about size of units. it doesn't talk abo

point. thank you. >> thank you. next speaker. >> hi, good afternoon. chair mar, supervisor cohen and supervisor wiener. my name is tessie ester ceo of mothers against crime and i ran a foodbank on fridays and i'm the coordinator for mother's committee on environmental justice. people speaking on huntersview are so right. there with 250 residents living in hunterview and right now there are only 125. some choose to move and some got evicted, which shethy they shouldn't have. like tracy was saying, i have seen three bridges all my life and right now i see nothing, there is no view and it's not fair. i have great concern about the residents that did move. how are they going to be able to find these people and come back? because they do have a right. right now we have been working very hard with mr. alvarez. he took us through the house rules and everything. three weeks ago we had a meeting. i didn't agree with these house rules and we did a petition in huntersview to go over it again. we took it down to the mayor's office, to amy peterson, who is here today, but we still haven't

on the student drop out rates as introduced by supervisor cohen. >> this is an item that has been introduced by supervisor cohen. before i turn it over to supervisor cohen, i want to thank her for being here. i just wanted to sort of just make a quick note about these items, number of issues that we'll be discussing. you know, my experience having been on the other end at some point having been an employee of the san francisco unified school district, my hope and my intent as we tackle some very difficult issues which impact all of us is that we do so in the spirit of how do we work together as a city and as a school district to address these issues. i know that in the past some folks on the school district end had felt the prior discussion that has taken place in this committee has been about pointing fingers, and i really think that while it's important for all of us to be accountable, that the goal here is to figure out solutions for these very complicated issues. so, it is in that spirit that i hope we have this discussion. so, with that, i turn it over to my colleague, supervisor cohen.

presentation today will be by our district ten colleague supervisor cohen. >> thank you very much. good afternoon everyone. it's nice to see you. it's always fun to come to the chamber when we're celebrating. i want to read something to you. school is a social group of fish that swim in a coordinated manner to increase their family's over all defense, efficiency and success. this is the same principle that built a restaurant inside district ten also called school. not to be confused with old school which is also district ten business, but school. yeah. please come up. i am pleased here to honor a unique san francisco restaurant and skool and her and the partners have been the most active in the association and portero hill and dog patch and educated to make the neighborhood a thriving place and located on alameda and if you haven't been there you must go. take my word for it. it's a beautiful space and menu. they utilized local designers and recycled and refurbished to create their modern -- when i say modern it really is and modern and welcome being atmosphere. a special feature
